The server installs the roles, at user scope
The guide told agents to run a CLI that could not detect their client, so they wrote subagent files into whatever repository they happened to be in.
review-assist-mcp agents --write, run standalone, has no MCP handshake: it resolved to generic, which has no agent directory, and refused to write. Every agent fell through to placing the files by hand — in the user’s repository.
The server already knows the client from the handshake, so it does the write. At user scope, not project scope: the definitions contain nothing repo-specific, and per-project writes left untracked files in every repository the tool touched.
The CLI keeps the job the server cannot do — showing what would be written, before anything is.
